Help required for DFS in windows 2003

I am testing DFS in windows 2003 environment. We wanted to create a Fault tolerance File sharing system Through DFS.

The scenario we created was as under:

We have an AD domain addwise.com on Server-01 and then we added an additional domain Controller Server-02. Configured the Dfs on Server01, and made it the Dfs host.

Created a root by the name of DFS-Share, we then created the root targets, links, and also published them on the Active Directory, and enabled and configured replication, and tested that both the domain controller are replicating properly.

The Root address was: \\addwise.com\DFS-Share

We then disconnected our Server-01 from the network while test users were accessing some .doc files and .xls files located on the dfs shared folders, they were able to save them but they were not able access the dfs link of there shared folders.

Assuming that our domain controller has crashed and is unrecoverable. We installed a fresh windows 2003 OS on server-01 and joined it to the domain addwise.com.

But the problems that we faced are that while server-01 was able to replicate other AD info from Server-02 such as users, computers and DC's from the AD but was not able get the DFS info.

Also if tried to create any new Dfs root on either of the DC's. we get the following error message with name of the serveron which we tried to create the root:

The following error occured while creating DFS root on the server Server-01: the specified domain eitheer does not exist or could not be contacted.

Please let me know how I can recover my DFS (roots, root targets, and links from other domain controller).
